What mods to the carb did you perform? If you removed the white spacer, I can't see that causing the flat spot. You may need to change your main jet. Stock main jet is #145. Try one down and one up. They go in icrements of 10. Try a #135 (leaner) or 155 (richer). Also, you may want to modify your air filter to let more air in, (it could also be dirty). I suggest carefully ripping out the paper element from the screen and installing a foam element in it's place. This might let more air in and lean out that richness. I would say just live with it since you have great power all over the rest of the powwr band but 60-65 is a critical speed range as I have found that the Savage seems to run right there at highway speeds. I removed the spacer, use a 155 main jet and drilled the mixture screw. I found that the mixture screw does very little in the way of helping. My bike runs fairly well although I have always had carb "weirdness", even when it was stock (especially stock). Once it a while she will stutter at various speeds. As most of you know I have very high mileage on my bike, so I have lived with it. Anyway, I'm rambling again. Good luck. Ride Safe.
